UGC Recognition of Foreign Universities & Qualifications
The University Grants Commission (UGC) of Sri Lanka recognizes foreign universities and higher educational institutions based on international acceptance. [1]
Recognized Sources
Universities and Higher Educational Institutes that are listed in the following authoritative international publications are recognized by the University Grants Commission: [1]
- Commonwealth Universities Yearbook — Published by the Association of Commonwealth Universities (ACU)
- International Handbook of Universities — Published by the International Association of Universities (IAU)
It is the responsibility of the general public to verify from the above sources or the University Grants Commission the recognition status of a foreign university or higher educational institute before registering for a degree programme. [1]
Application Procedure for Recognition
Applicants who have completed degrees or postgraduate degrees offered by universities or higher educational institutes other than the state universities in Sri Lanka must apply for a Letter of Recognition. [2] Requests can be submitted through the following channels:

Required Documents
Applicants must submit the following documents as a single PDF: [2]
- Request letter indicating the address of the applicant (which will appear on the letter of recognition)
- Copy of the Degree/Diploma/Provisional and/or any other relevant certificate or transcripts, attested by a Justice of Peace / Attorney-at-Law / Grama Niladhari
- Scanned image of the original certificate
- Scanned copy of the National Identity Card (NIC)
- Scanned copy of the bank slip confirming payment

Important Notes
- Do not make any payment for recognition of universities/HEIs that are already under the purview of the UGC. [2]
- ATM deposit receipts or bank slips without details of the applicant will not be accepted. [2]
- Payments made for recognition of qualifications or institutions that are not recognized by the UGC will not be refunded. [2]
- Submission of false information may lead to legal action. [2]
